Common Eligibility Test (CET)

Today Union Cabinet approves a proposal to set up National Recruitment Agency(NRA) that will conduct Common Eligibility Test (CET) for selection to non-gazetted posts in the central government and public sector banks.

Common eligibility Test (CET) to screen candidates at the first level for SSC, RRBs and IBPS.

  • NRA shall conduct a separate CET each for the three levels of graduate, higher secondary (12th pass) and the matriculate (10th pass) candidates for those non-technical posts to which recruitment is presently carried out by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and by the Institute of Banking Personnel Selection (IBPS). 
  • Based on the screening done at the CET score level, final selection for recruitment shall be made through separate specialized Tiers (II, III etc.) of examination which shall be conducted by the respective recruitment agencies.
  • Candidates who qualify this Common Entrance Test (CET) can apply to any recruitment agencies for higher level of examination.

Validity of scorecard

  • The score will be valid for three years during which candidate can apply for jobs in different sectors depending upon his aptitude and preferences.

Number of Attempts

  • There will be no bar on the number of attempts.

Number of agencies under CET

  • There are almost more than 20 recruitment agencies in central govt.
  • At present, the exams conducted by three agencies: banking personnel selection agency IBPS, railway recruitment board RRB and the Staff Selection Commission (SSC) will be unified.
  • However, over a period of time it is expected that other recruitment agencies in the Central Government would adopt the same.
  • Further, it would be open for other agencies in the public as well as private domain to adopt it if they so choose. 
  • Thus, in the long run, the CET score could be shared with other recruiting agencies in the Central Government, State Governments/Union Territories, Public Sector Undertaking and Private Sector.

Benefits from CET

  • This decision will benefit job seeking youth of the country.
  • Because earlier different exams have different pattern , so it’s difficult for students to prepare for different exams. e.g., Banking exams have entirely different pattern than Railways and SSC exams.
  • It also saves a lot of money which earlier needed for form filing.
  • It will provide level playing field, a great boon particularly for economically deprived who cannot afford travelling to multiple centers, youth in far flung areas with difficulty to reach different centers and women candidates who are unable to travel to different cities because of constraints of travel and stay.
  • The National Recruitment Agency (NRA) was first proposed by the government in the Union Budget 2020.
