Current Affairs of Bihar: October 2024

  • On the occasion of Gandhi Jayanti, Chief Minister Nitish Kumar inaugurated Bapu Tower dedicated to Father of the Nation Mahatma Gandhi. This is the first building in the country whose exterior is covered with 40 tonnes of copper.
  • In Swachhta Hi Seva 2024, Bihar has got the first position in the entire country in public participation and cleaning of garbage units.
  • 500 agricultural machinery banks will be created in the state. The Central Government has made a separate allocation of Rs 20 crore to increase the use of agricultural equipment in farming.
  • Bihar became the first state to have a dynamic and data driven lab. The objective of this lab is to equip the administrative officers of Bihar with state-of-the-art data-driven and artificial intelligence (AI) based tools.
  • A tortoise of Indian Softness species was found by the villagers in Piprakutty village of Valmikinagar.
  • Bihar Industry minister Nitish Mishra on October 21 inaugurated the state’s first dry port at Bihta, a town near state capital Patna. The dry port is being seen as the state’s big initiative to boost export of goods being produced in Bihar, in collaboration with a private company.
  • The Janata Dal (United) party in Bihar has formally demanded the Government of India to grant classical language status to Maithili, as many other languages ​​are included in this category. The literary history of the Maithili language goes back about 1,300 years and the state has sought to classify it as a classical language.
  • Chief Minister of Bihar unveiled the logo and mascot for the Women’s Asian Champions Trophy, 2024, which will be held in Rajgir, Bihar from November 11 to November 20, 2024. The mascot of the Women’s Asian Champions Trophy, 2024 is “Gudiya”, an affectionate term for young girls in Bihar. Inspired by the endangered species, the house sparrow, this mascot represents resiliency, strength and natural heritage. The logo depicts the Bodhi tree, which is a symbol of growth and resilience and is associated with the spiritual heritage of Bihar.

  • Bihar government laid the foundation stone of a Rs 1,347 crore project to provide drinking water from Son river to Aurangabad, Dehri and Sasaram.
  • Bihar Development Mission released the ranking of districts in achieving 7 Nishchay Part 1 and Part 2. While Araria stood first, Madhubani stood last.
  • Nidar Nari Project, started for women, has been started in Bihar. Bihar became the third state to provide ‘safe travel facility’ to women. Before Bihar, this facility is being provided to women in Haryana and Telangana.
  • Bihar is among the top five states in GST collection. The state’s GST collection is up 18 per cent, 5 per cent higher than the national average of 13 per cent.
  • In the Union Budget 2024-25, a plan was presented to develop corridor projects for Vishnupad Temple in Gaya, Bihar and Mahabodhi Temple in Bodh Gaya.
  • According to the Periodic Labor Force Survey 2023-24, there is 3% unemployment rate in Bihar. Madhya Pradesh is the only state in the country, where the unemployment rate is less than 1% (0.9%).
  • Barrages will be built on 4 rivers to prevent floods in North Bihar. Barrages will be built at Areraj on Gandak River, Dagmara on Kosi River, Dheng on Bagmati River and Masan on Mahananda River by the selected agency with the help of the Central Government.

  • An industrial park will be built on 1670 acres in Gaya. This will be done under the National Industrial Corridor Development Program of the Central Government.
  • On the occasion of National Sports Day Bihar chief minister inaugurated the state’s first Sports Academy and Bihar Sports University which is a part of the International Sports Complex in Rajgir.
  • Union Ministry of Education has selected Two Bihar educators for the National Teachers Award, 2024.
    • The selected teachers are: Sikendra Kumar Suman, the principal-in-charge of Tarhani New Primary School in Kaimur district and Dr Meenakshi Kumari, teacher at Shiv Ganga Girls High School in Madhubani district.
    • They will be felicitated by President Draupadi Murmu on Teacher’s Day at Vigyan Bhawan in Delhi.
    • The award is given to teachers for outstanding contribution in the field of education.
    • They will be given a cash prize of ₹50,000, a silver medal and a citation.
    • A total of 50 teachers have been selected for the prestigious award from all over the country.
  • The Bihar Waqf Board has sent notice to villagers in Govindpur village, demanding they vacate the land within 30 days. After receiving these notices, all landowners filed a petition in the Patna High Court. The High Court stated that the land has been in the names of the petitioners’ descendants since 1910.
  • Gopalganj Police in Bihar seized 50 grams of a substance believed to be Californium, a highly radioactive metal worth Rs 850 crore. However, initial tests by the Department of Atomic Energy (DAE) and Bhabha Atomic Research Centre (BARC) revealed no radioactivity. Californium is a silvery-white synthetic radioactive metal with the atomic number 98 on the periodic table.
  • A team of researchers has uncovered an array of medicinal plants at Brahmayoni Hill in Gaya, Bihar, with Gymnema sylvestre (commonly known as Gurmar) being one of the notable findings that is known as anti-diabetic herb.

  • Madhubani’s Menaka Mallick has received the 2023 Sahitya Akademi Translation Award for translating the Nepali novel Neelkanth into Maithili.
  • The Supreme Court has refused to stay the Patna High Court’s order that set aside the increase in reservation for SC/STs, Backward Classes, and Extremely Backward Classes in Bihar from 50% to 65% in public employment and educational institutions.
    • The Patna High Court set aside the amended reservation laws in Bihar, which increased quotas for Dalits, tribals and backward classes from 50% to 65%, declaring the amendments as “ultra vires” of the Constitution, “bad in law” and “violative of the equality clause”.
    • The amendments had followed a caste survey, which put the percentage of Other Backward Classes and Extremely Backward Classes at 63% of the state’s total population, while SCs and STs were stated to have accounted for more than 21%.
    • After the quotas were hiked, reserved seats in the state, including those for the economically weaker sections, came to be 75% of the total.
  • The Union Budget 2024 allocated Rs 11,500 crore for harnessing and utilizing the waters of Kosi – a river that is known to be highly unpredictable and prone to shifting its course. It was the first time the problem of floods in Bihar was recognized as a national priority.
  • The Bihar Assembly passed the Bihar Public Examinations (PE) (Prevention of Unfair Means) Bill, 2024 aimed to curb the questions paper leaks and other malpractices in government recruitment examinations in the State. The Bill includes provisions for imprisonment terms of three to five years and a fine of Rs. 10 lakh. If a service provider, whether a government entity or a private agency, engages in malpractices, it will face a fine of Rs. 1 crore and a four-year termination of its services.
  • In the Union Budget 2024, Finance Minister Nirmala Sitharaman announced an investment of Rs. 26,000 crore in highway development in Bihar. Highway Development in Bihar: The government aims to boost road infrastructure in Bihar by allocating funds for several projects, including:
    • Patna-Purnea Expressway
    • Buxar-Bhagalpur Expressway
    • Expressway connecting Bodhgaya, Rajgir, Vaishali, and Darbhanga
    • Additional 2-lane bridge over river Ganga at Buxar
    • Power Projects: The budget also includes the setting up of a new 2400 MW power plant at Pirpainti, Bihar, at a cost of Rs. 21,400 crore
  • The Bihar government has urged the Centre to declare the Minimum Support Price (MSP) for makhana, an aquatic crop cultivated across 10 districts in the state.
  • The Eastern Zone Circuit Bench of the National Green Tribunal (NGT) has set up a four member committee to look into allegations made in encroachment of Kanwartal wetland at Begusarai district in Bihar.
    • The allegations of encroachment and degradation of the Ramsar Site were made by an environmental activist who approached the NGT.
    • The site of Kanwartal wetlands was designated as Bird Sanctuary by the Government of Bihar in 1989. It was designated as a Ramsar site in 2020 and is recognized as Asia’s largest freshwater oxbow lake.
  • The second phase of construction of the “world’s largest Ramayan temple” began in East Champaran district of Bihar. The construction of the three-storey temple, spread over an area of 3.76 lakh sq.ft., began in June 2023 and is expected to be complete in 2025. The Viraat Ramayan Mandir will be three times larger than the Ram Mandir in Ayodhya. Constructed at a cost of Rs 500 crore, it will feature a 33-foot-tall Shivling in the arghya (sanctum sanctorum).

  • In the 2024 Lok Sabha elections, the highest NOTA votes were cast in Indore while the highest in Bihar was cast in Gopalganj.
  • After Madhya Pradesh, Bihar will be the second state in the country where MBBS studies will also start in Hindi from this session.
  • Senior BJP leader Awadhesh Narayan Singh became the acting chairman of Bihar Legislative Council. Senior JDU leader Devesh Chandra Thakur had resigned and contested the Lok Sabha elections.
  • Rinki Jha Rishika of Madhubani has received the Sahitya Akademi Yuva Puraskar for River Valley Civilization in Maithili language.
  • Bihar’s two wetlands have been added to the global list of wetlands of international importance under the Ramsar Convention. This brings the total number of such wetlands in India to 82. The Nagi and Nakti bird sanctuaries in Bihar’s Jamui district are now part of the Ramsar Convention. Both the bird sanctuaries are built on human-made wetlands primarily developed for irrigation through the construction of the Nakti Dam. Both sanctuaries were designated as Bird Sanctuaries in 1984 due to their importance as wintering habitats for migratory species.
  • According to the Tata-Cornell Institute for Agriculture and Nutrition (TCI) at Cornell University, Bihar could reduce emissions by 9.4-11.2 metric tons each year by adopting alternate wetting and drying for paddy cultivation, advanced artificial insemination for cattle breeding, and antimethanogenic feed supplements in its livestock sector. Research shows that alternate wetting and drying, advanced breeding techniques, and anti-methanogenic feeds can help Bihar to lower its agricultural emissions without damaging productivity. The policy presented a breakdown of emissions reductions for each of Bihar’s four agroclimatic zones. For alternate wetting and drying, Bihar’s southwest and northwest zones have the highest potential mitigation levels.
  • The Prime Minister of India has inaugurated the new campus of Nalanda University at Rajgir, Bihar.
    • The University is conceived as a joint collaboration between India and East Asia Summit (EAS) countries.
    • The Campus is a ‘Net Zero’ Green Campus. It is selfsustainable with a solar plant, domestic and drinking water treatment plant, water recycling plant for reusing wastewater, 100 acres of water bodies, and many other environment friendly facilities.
    • The original Nalanda University, established around 1600 years ago, is considered to be amongst the first residential universities of the world.
    • The ruins of Nalanda Univesity was declared as a UN Heritage Site.
  • The Patna High Court overturned the Bihar government’s decision to raise the reservation quota for backward classes, scheduled castes, and scheduled tribes from 50% to 65% in government jobs and higher educational institutions in the state.

  • Patna Women’s College has become the first college in the state to get A++ grading in NAAC.
  • According to new research published in the Lancet Regional Health Southeast Asia journal, Bihar’s alcohol ban in 2016 prevented 2.4 million cases of daily and weekly consumption, and 2.1 million cases of intimate partner violence. The ban is also estimated to have prevented 1.8 million men in the state from becoming overweight or obese.
  • Recently, Senior Political leader and former Bihar Deputy Chief Minister Sushil Kumar Modi passed away in New Delhi at the age of 72. He was suffering from cancer. He was a Deputy Chief Minister of Bihar as well as the Finance Minister of Bihar from 2005 to 2013 and 2017 to 2020.
  • For the past two elections, residents of Khokhanaha village in Supaul’s Kosi region have boycotted the 2019 Lok Sabha polls and the 2020 Bihar Assembly polls in anger against all political parties over lack of government initiative to mitigate their sorrows from Kosi river. Due to this Khokhanaha village is also refusing to vote in the 2024 elections.

Current Affairs of Bihar: April 2024

  • The Commercial taxes department has witnessed a rise of 18.13% in Goods and Services Tax (GST) collection in the financial year 2023-24 as compared to 2022-23. The department collected Rs 1,058 crore GST in state in March, the highest in the last seven years. The monthly overall revenue of Rs 5,403.15 crore collected in March is the highest in any given month so far.
  • National Bank for Agriculture and Rural Development (NABARD) extended financial support of Rs 10372.86 crore in Bihar during the financial year 2023 – 24 in the form of refinance,direct finance, and grant support. This is the highest financial support extended by NABARD to the state in a year so far and recorded a growth of 21 % over the previous financial year (2022-23).
  • SJVN Limited has signed a Memorandum of Understanding (MoU) with the Indian Institute of Technology Patna (IIT Patna) to use advanced geological models in SJVN’s tunneling projects, thus significantly reducing time and cost overruns.
  • Vice President Jagdeep Dhankhar urged young professionals to be part of the endeavour of making India a developed country by 2047. He was addressing the 6th convocation ceremony of IIM Bodh Gaya in Bihar.

  • The Bihar government has appointed Brajesh Mehrotra as the new Chief Secretary.
  • Parmar Ravi Manubhai has been appointed the Chairman of Bihar Public Service.
  • Chief Minister Nitish Kumar has inaugurated the e-radiation center and pack house in Bihta.
  • Prime Minister Narendra Modi unveiled development projects worth ₹ 21,400 crore in Bihar’s Aurangabad district.
  • Bihar Government has decided to provide “free medical treatment up to ₹5 lakh every year to all ration card holder.
  • According to the ‘Climate Resilient and Low-Carbon Development Pathway’ report, Bihar’s greenhouse gas emission is projected to increase 5.2 times by 2070, when India targets to achieve net zero emission. The findings were in the report drafted by the Bihar State Pollution Control Board (BSPCB) in association with the United Nations Environment Programme. The government of Bihar had initiated the process to prepare the strategy for a climate resilient and low-carbon development pathway in February 2021.
  • As per the World Air Quality Report 2023 released by the Swiss organization IQAir, Bihar’s Begusarai has emerged as the world’s most polluted metropolitan area.
  • ONGC has acquired 3D seismic data for 300 sq. km for its block in Samastipur and is set to drill two exploratory wells. The first drilling will be carried out in 2024.

  • The Bihar State Disaster Management Authority has launched the Novel Initiative Technological Intervention for Safety of Human Lives (NITISH) device. It is an innovative pendant-shaped device designed to provide timely alerts to farmers and the public, specifically targeting lightning, floods, heatwaves, and cold waves.
    • It is introduced in collaboration with the Indian Institute of Technology (IIT), Patna.
    • The device is connected to the Bihar Meteorological Service Centre, ensuring real-time and accurate weather-related alerts.
    • The pendant will get charged from body heat.
    • The device will sound an alert in three ways:
    • It will send voice messages.
    • Its colour will change from green to red.
    • The device will keep warming till its user switches it off.
  • The Bihar government presented a Rs 2.78 lakh crore budget, making education its top priority by allocating over 22% of funds to the department. The budget has a revenue surplus of Rs 1,121.41 crore and shows a fiscal deficit of 2.98%. It also shows an outstanding debt of Rs 3.48 lakh crore.
  • CM Nitish Kumar inaugurated the Bapu Tower in Patna. It will provide information about Gandhiji’s from his childhood to his contribution in the freedom movement. This is the first building in the country whose entire outer layer has been covered with copper.
  • Kaimur’s young writer Gaurav Tiwari’s first book ‘Love That Lasted For Ever’ has been selected for the prestigious Golden Books Award.
  • A 2400 MW thermal power plant will be built in Pirpainti, Bhagalpur with the cooperation of Coal India. Rs 20000 crore will be spent on its construction.
  • After 5 years, the excavation of Kesariya Stupa has been started again. The surface found in the excavation so far is in the form of steps. Excavation will be done up to about 12 feet.
  • Recently, ‘Smart Gram Panchayat: Revolution towards Digitization of Gram Panchayat’ Project was inaugurated at Paprour Gram Panchayat of Begusarai District, Bihar.
    • The project aims to extend the PM-WANI (Prime Minister’s Wi-Fi Access Network Interface) Service to Gram Panchayats in Begusarai, marking a paradigm shift in rural connectivity.
    • It is implemented by the Ministry of Panchayati Raj, funded under the revamped Rashtriya Gram Swaraj Abhiyan (RGSA).
    • The project targets 455 Gram Panchayats across 37 Blocks in Begusarai and Rohtas Districts in Bihar.

  • Bihar’s first Compressed Bio Gas (CBG) plant has been set up in Ghosia village of Bikramganj. In this, straw and cow dung will be used as raw material, which will also provide relief from the problem of stubble.
  • The state cabinet has approved the Bihar IT Policy – 2024. This policy will remain in force for 5 years. Its main facts are as follows:
    • Those units already working in the IT sector in the state which create new jobs and in which 50% are Biharis, will be eligible to get the subsidy.
    • 10% additional amount will be given to units outside Patna and Danapur Corporation area.
    • 30% capital subsidy will be given on minimum capital investment of Rs 5 crore. Its maximum amount will be Rs 30 crore.
  • Bihar State Cabinet has approved the formation of the ‘Sports Department’. This will be the 45th department of the state government. Jitendra Kumar Rai will be the first Sports Minister of the state.
  • According to the NITI Aayog Report National Multidimensional Poverty Index, the highest population of 26.59% in Bihar is still poor. Whereas in Kerala only 0.48% population is poor.
  • To provide employment to one member of 94 lakh 33 thousand 212 poor families of the state, the government will give Rs 2 lakh each under the Bihar Small Entrepreneur Scheme, which will not be taken back.
  • According to the ASER-2023 report, Bihar has the highest number of children reaching class 10th in the country.

  • According to the report released by the National Crime Records Bureau (NCRB), Bihar is the second-largest state in the country, where the highest number of murder cases are registered. Whereas Uttar Pradesh was the most peaceful state and Sikkim was the most peaceful state.
  • Jyoti Sinha of Bihar was awarded the National Award for Best Disabled Person. Jyoti is from Muzaffarpur, and she has received this award for giving training in Madhubani painting.
  • Bihar Saras Mela was organized at Gandhi Maidan in Patna. In which people got a chance to see the diversity of artefacts, rural crafts, folk art, culture and traditions of 22 states of the country.
  • The state’s first battery storage power plant will be constructed at Kajra in Lakhisarai. This power plant will produce 185 MW of electricity.
  • Virat Ramayana temple will be constructed in East Champaran. It will be constructed on the lines of the Shri Ram Temple of Ayodhya.

Current Affairs of Bihar: November 2023

  • Asia’s largest ethanol plant has been started in Aravan, Nalanda. Its production capacity is 550 kiloliters per day.
  • Bihar received the first prize for excellent performance in the states category at the closing ceremony of World Food India-2023. This event took place from 3 to 5 November at Pragati Maidan in Delhi.
  • Players from Bihar have won 25 medals in the South Asian Sambo Competition held in Dhaka, the capital of Bangladesh. This includes 6 gold, 10 silver and nine bronze medals.
  • Trees 50 years or more old in the state will be included in the heritage trees. Till now, photos of 16000 trees from different districts of the state have been uploaded through the app. Now after investigation, these trees will be declared heritage trees. For the protection and conservation of heritage trees, the Biodiversity Department will give a grant of Rs 10,000 per tree.
  • 75% reservation (including 10% reservation of EWS) in government jobs and enrollment in educational institutions has been implemented in Bihar. Now reservation will be as follows: EBC quota increased from 18% to 25%, OBC from 12% to 18%, SC from 16% to 20%, ST from 1% to 2% and EWS to 10%.

  • The state’s first Plastic Waste Management Institute will open in Bhagalpur, Bihar.
  • Dr. Girish Kumar Chaudhary has been made the Chairman of the Bihar State University Service Commission.
  • Bihar became the overall champion by scoring 28 points in the Khelo India Women’s Road Cycling League organized on Ganga Path in collaboration with Bihar State Sports Authority and Cycling Association of Bihar.
  • On 18 October, President Draupadi Murmu inaugurated the fourth agriculture roadmap for 2023 to 2027. The fourth agricultural roadmap has the following plans for improved farming:
    • 100 seed hubs are to be built in the state.
    • There will be 20 millet hubs.
    • Jute cultivation will be promoted.
    • The Jaggery industry will get a boost.
    • There is a plan to remove water from the fields where waterlogging ruins farming.
    • Preparations are in place to save crops that get destroyed due to water logging due to the road.
  • Marcha paddy produced in West Champaran has a GI tag.
  • In the caste-based census, 215 castes have been counted. Among these, there are 27 castes whose population is less than 1000. The smallest number of Bhaskar tribe people live in Bihar, whose number is 37.
  • Bihar spends only 2.7% of its earnings on freebies, while Punjab spends the highest at 35.4% and Kerala spends the least at 0.1%.

  • Former Vice Chancellor of Munger University, Prof. Ranjit Kumar Verma has been elected National President of the Council of Chemists of India.
  • The state government will spend Rs 10 thousand crores on repairing 10 thousand kilometers of broken village roads. These roads were built 10 years ago or more and have now become dilapidated. For this, the Cabinet has approved the Chief Minister Rural Road Upgradation Scheme.
  • IIT Patna and French educational institutions will work together in the field of research and startup.
  • Patna Zoo has reached the top in the world in terms of the number of rhinos. Patna Zoo has also left America’s San Diego Zoo behind. While the number of rhinos in Patna is 14, there are 13 rhinos in San Diego.
  • Motihari’s Baby Kumari and Purnia’s Vikas Kumar Singh have been selected in the 37th National Games to be held in Goa from 25 October to 9 November.
  • The state’s first drone training center has opened at Rajendra Prasad Central Agricultural University. Girls will be given priority in this.
  • The amount of sulfur in the soil of Bihar is continuously decreasing, hence the production of pulses and oilseeds is decreasing. This was revealed in the soil test conducted in 2021-22.

  • Hari Sahni has been made the leader of the opposition in the Bihar Legislative Council.
  • To control air pollution, Bihar State Road Transport Corporation will get 100 electric buses from the Central Government under the Prime Minister Electric Bus Scheme.
  • 34 animals including zebra from Africa, kangaroo from Australia, and lion from Hyderabad will be brought to Patna Zoo by December.
  • On the occasion of Independence Day, 21 policemen of Bihar were awarded service medals. Of these, two policemen were awarded the President’s Medal for bravery, two policemen were awarded the President’s Medal and 17 were awarded the Police Medal for Meritorious Service.
  • The climate-friendly natural Sri farming method being practiced in Gaya has been loaded on the website of the Ministry of Agriculture. System of Root Intensification (SRI) is called SRI farming. In this, due to the growth of roots, more plants emerge and there is more yield. It requires very little water.
  • Four officers from Bihar have been awarded the Union Home Minister Medal 2023. In this, Bettiah’s DIG Jayant Kant, Shekhpura’s SP Kartikeya Sharma, STF’s SP Santosh Kumar, and Munger’s Haveli Kharakpur SDPO Rakesh Kumar were honoured.
  • The zoo will be constructed in Araria on twice the land of Patna Zoo. Permission has been received from the state government for construction at a cost of Rs 250 crore on 300 acres of land in Raniganj area of the district. A 10-kilometer track will also be built here for visitors.
  • To save all the memories of Bapu’s visit to Bihar in one place, Bapu Tower is being constructed in Gardanibagh of the capital. Its rectangular building will be known as Bapu Tower and the circular building will be known as Bapu Museum.
  • Anugrah Narayan (AN) College of Patliputra University has received an ‘A Plus’ grade from NAAC. AN College is the first constituent college of Bihar to receive A+ status from NAAC.
  • Bihar has received the prestigious Religious Tourism Destination of the Year award.

  • Ranjan Kumar’s (from Hajipur) short film Champaran Mutton has been nominated for the Oscar. This film is produced by the Film and Television Institute of India, which is the first Vajjika film from Bihar.
  • The Central Government has declared the first proposed Greenfield 6-lane highway of Bihar as National Highway. This 386 km long greenfield 6 lane highway NH-319B, will be passing through Chand-Chainpur-Rampur-Tilauthu-Kutamba-Imamganj in Bihar via Banaras Chandauli in UP, crossing the state of Jharkhand till Bagnan near Kolkata (Kolkata Chennai Golden Quadrilateral). This will be the 631st National Highway of the country.
  • In 2010 there were 8 tigers in VTR, whereas in 2023 the number of tigers has increased to more than 52.
  • For the construction of six new state highways in Bihar, an agreement has been reached between ADB (Asian Development Bank) and the Government of India for a loan of $ 295 million. The length of this six new state highways will be 265 km.
  • The 50th establishment year of Sanjay Gandhi Biological Park is being celebrated. It has been ranked fourth among large zoos in the evaluation of the year 2022 by the Central Zoo Authority of New Delhi.
  • Odisha has the highest dropout rate at the secondary school level in India. After that the next highest dropout is in Meghalaya and Bihar.
  • Maternal mortality ratio is continuously decreasing in the state. This ratio was 165 in 2018, which has come down to 149 in 2019. Then in the statistical report of SRS of 2023, it has come down to 130. The State Health Committee has set a target of reducing the maternal mortality ratio to 70 by 2030.
  • Prime Minister Narendra Modi started the National Sickle Cell Disease Mission 2047 from Shahdol in Madhya Pradesh through virtual medium simultaneously in 17 states of the country. The states where the National Sickle Cell Disease Mission will be launched include six districts of Bihar (West Champaran, Purnia, Banka, Siwan, Jamui and Katihar). This disease is commonly found in tribes. According to the 2011 census, the total number of tribes in Bihar is about 13 lakh 36 thousand 573.
  • Regarding the cleanliness survey 2023, Patna Municipal Corporation is engaged in all the exercises from its level. The special thing in this cleanliness survey is that instead of 7,500 marks, 9,500 marks have been fixed for ranking cities. Maximum 1800 marks have been placed on the management of waste disposal. The survey will take place in four phases. According to the instructions issued by the Union Ministry of Housing and Urban Development, 4525 marks have been fixed on service based progress, 2500 marks on certification and 2475 marks on citizen feedback. Paying special attention to garbage disposal this year, the Municipal Corporation is busy in strengthening the system of separate lifting of wet, dry and harmful waste from all the wards of the city.
  • The cabinet has approved Bihar Biofuels Production Promotion Policy-2023 to convert garbage into compressed gas. 15 percent of the cost of plant and machinery / maximum Rs. 5 crore will be given as a grant on setting up the unit. At present, under the Ethanol Promotion Policy, 2021, the target has been set to encourage 100 percent ethanol production units.
  • In case of Scheduled Castes, Scheduled Tribes, Extremely Backward Class women, Divyang, martyr’s widow, acid attack victim and third gender entrepreneurs, 15.75 percent of the cost of plant and machinery will be given as capital grant, maximum grant of Rs.5.25 crore.
  • The Bihar Unregulated Deposit Scheme Banning Rules, 2023 have been approved to curb the frauds of chit fund companies. The proposal to adopt this rule 2023 in Bihar has been approved under the Unregulated Deposit Scheme Ban Act 2019 made by the Central Government.
  • After the separation of Jharkhand from Bihar, the green cover area of Bihar was reduced to 9 percent only. In order to increase the green cover area, from the year 2012, the Bihar government started the program of plantation. After that in the year 2019, Jal-Jeevan-Hariyali Abhiyan was started. The green cover area of the state has now increased to 15 per cent. This time more than 4 crore saplings will be planted. The state government aims to have 17 percent green cover area.
  • 14 big states of the country have failed to fully spend the capital expenditure received from the Centre. To boost markets battling high interest rates and inflation, the Center had set a target of Rs 7.49 lakh crore capital expenditure in states in FY 2022-23, but only Rs 5.71 lakh crore was spent on this head. Means 76.2% of the total target. Karnataka is first and Bihar is second in better performance. Karnataka spent 130% of the target while Bihar spent 100.05%.
  • According to NITI Aayog’s Multidimensional Poverty Index-2023, the country had 24.85% poor in 2015-16, which decreased to 14.96% in 2019-20. Maximum 18.13% poverty has decreased in Bihar, but still it has maximum 34% poor. The infant mortality rate in the country is 2.06%, it is the highest in Bihar at 4%. In the last survey in Bihar, 39.86% houses did not have electricity, only 3.67% houses left after 4 years.
  • Action has been started by the Department of Environment, Forest and Climate Change to recognize the lake at the international level in the state. Action has been initiated to declare four wetlands of the state – Udaipur Lake, Vikramshila Dolphin Sanctuary, Gogabeel, Gokul Reservoir as Ramsar sites. After any site is declared as Ramsar site, funding is done by the International Union for Conservation of Nature (United Nation of Conservation of Nature) for the maintenance of that area and development of its infrastructure.
  • A 185 MW battery storage solar power plant will be built at Kajra in Bihar. This will be the largest battery-storage plant in the North East. 1700 crore rupees will be spent on its construction. According to the Bihar State Power Generation Company, 20% of the total power generation will be stored. The supply of this electricity will be given during the peak hour from 6 pm to 11 pm, at this time there is maximum demand for electricity in the state. For this, it has been decided to set up a battery storage plant. The work will start from December this year and will be completed by June 2025.
  • In Bihar, a plan has been made to link rivers to deal with floods and droughts. Ganga, Bagmati, Ghaghra, Gandak, Kosi, Budhi Gandak, Chhari, Noon, Daha rivers will be linked into five channels. To connect these channels, about 900 km long link channel will be excavated. After the inter-linking of the rivers, water will reach 12 months for irrigation of about 7 lakh hectare fields.
    • Gandak – Chhadi – Ganga Link Scheme: Under this scheme water of Chhadi river will be transferred to river Ganga. This will benefit the people of Gopalganj, Siwan, Saran districts.
    • Bagmati-Budhi Gandak Link Scheme: Under this, excess water of Bagmati river will be diverted from Belwa site of Piprahi block of Sheohar to Budhi Gandak in Meenapur block of Muzaffarpur through Belwa Minapur link channel. Apart from Sheohar and Muzaffarpur, East Champaran and Samastipur districts will be directly benefited from this. This will irrigate 1.35 lakh hectare fields.
    • Kosi-Menchi Link Scheme: This 7.20 long canal will take Kosi water to Mahananda basin. Other surrounding districts including Araria, Purnia, Kishanganj, Katihar will be benefited.
    • Gandak – Dahra Ghaghra Co-Link Scheme: Excess water of Gandak river will be transferred to Ghaghra near Phulwaria village of Saran via Daha river.
    • Budhi Gandak Noon-Ganga Link Scheme: Water of Budhi Gandak is to be transferred to Ganga through Noon river through a 28.95 km long canal. This will benefit Samastipur, Begusarai, Khagaria.
  • There is a plan to link 37 rivers in the country. For this, about 20 thousand kilometer canal will be excavated. The plan to link rivers in all the states of the country was made in 2019. But the work is being done faster in Bihar than in UP, MP, Jharkhand. By marking five channels in Bihar, work has been started at the primary level in most of the places, Whereas in UP and MP, work is started only on the Ken-Betwa river link project.
  • Ancient idols of Lord Vishnu, Trivikram and Garuda, found during plowing of fields at Khuniyambhit Dumariya under Paukhali police station of Kishanganj district, were deposited in the Bhagalpur Museum. These sculptures belong to the thirteenth century.

According to the Central Ground Water Board, per capita availability of ground water in Bihar will be halved by 2050 if ground water is not conserved. Considering this as a warning, the State Public Engineering Department has decided to increase the use of surface water as drinking water in the state. This arrangement will be made in 17 districts of the state, where water from ponds and dams will now be supplied as drinking water.
